Why it happens
This action costs SAR required, but the wallet has only SAR available available. Rabt is prepaid: a paid action runs only after its full cost is taken from the wallet, so the action did not run and nothing was charged.
What to do
Top up the wallet with at least the missing amount, or ask a member with the billing.manage permission to do it, then try again.
