The write-ahead log did not reach the backup repository in time
Why it happens
The restore drill asked the running database to archive its current write-ahead log, and archiving did not confirm it within seconds seconds, so the restore did not start.
What to do
Check that backups work (the database service log, SYS-1062), then run the drill again.
