The encryption key rotation is not finished yet
Why it happens
Some stored credentials (remaining: remaining) are still encrypted with an older key because they were being changed at that moment, so this pass of the encryption key rotation could not finish.
What to do
No action is needed: Rabt runs the rotation again automatically. Keep the old key available until the rotation reports that it has finished.
