Why it happens
Only rate% of the one-time codes this organization sent in the last hour were used, a known SMS abuse pattern (SMS pumping). Rabt limits code messages until use is back to normal.
What to do
Make sure your system reports every code used correctly to Rabt, and protect the public forms that send codes (for example with a CAPTCHA).
