The Google Play Developer API is not enabled in the Google Cloud project
Why it happens
The service account belongs to a Google Cloud project where the API needed is not enabled (the Google Play Android Developer API for reviews, or the Google Play Developer Reporting API for the app list), so Google refused the request. Google’s full answer is in the technical details.
What to do
In the Google Cloud console, open APIs & Services › Library in the service account’s project and enable the Google Play Android Developer API and the Google Play Developer Reporting API, then choose “Check again” in the Google Play settings in Rabt.
